What type of background does the web page you are viewing have.??

Many (most ? ) web sites use images that are a simple small square image 
and it is tiled to fill the page.
It is possible the lines are a result of video adjusting imperfect 
tiling of those images and that may actually be the real source of your 
lines.

Thus, it might really be a driver problem and related to the browser.
