up2date downloads all package headers

What shall be a bug? There is no bug. You got informed about available
updates. To install the kernel packages you need to use up2date with
parameter -f. And it is pretty normal that the up2date spool directory
contains the header files for all available packages.

instructions

Change the source server _before_ you start to fetch these big update
packages. The main server is already very very slow.
