Use USERCTL=yes to enable non-root user for wvdial

ifcfg-ppp0 is exactly there in /etc/sysconfig/network-scripts/. But you
have first to set up the ppp device properly. Maybe use
redhat-config-network<TAB> (there are command line and GUI versions).
