yum will not work!

Can someone tell me what I need to do to get yum working.The yum.conf
file looks like the following.

cachedir=/var/cache/yum
debuglevel=2
logfile=/var/log/yum.log
pkgpolicy=newest
distroverpkg=fedora-release
tolerant=1
exactarch=1

name=Fedora Core $releasever - $basearch - Base
