static routes after reboot

Then you have a different problem.

If you ran that by hand

route add -net 203.7.193.0 netmask 255.255.255.0 gw 203.4.205.10

does it produce the route then? If it does without problem then you have
done something bad with your system. At least check the permissions for
the static-route config files.
