Of course you could try (at the console) restarting network or xinetd or for testing purposes observe the boot process to ensure that everything is loads correctly. This looks like a problem with the kernel, for example a bug or incompatibly related to a driver. Keeping in mind that packet filtering takes place in the kernel, the fact that some IP services appear to be operational while others are not could be consistent with this hypothesis. Thus if you were to back out the last kernel patch without making any other changes the problem will likely go away. As to the exact problem some real debugging will probably be required.
