They are some kind of temp file generated during RPM transactions.  I have 
killed them more times than I can recall, with no ill effects.  The first 
time I was as worried as you are, I moved them out to another directory so I 
could bring them back if the sky fell down.  But they were regenerated 
without comment.

I think Alexander Dalloz said they were lock files the other day, they may act 
as lock files but they are often several tens of KB or more in size, they 
clearly [also] contain stuff, probably some aggregated list of steps in the 
RPM transaction, so it can be applied to the real database in one action at 
the end if there were no messups.  (ah, look: 
http://www.sleepycat.com/docs/ref/env/region.html but not much wiser after 
reading that.)  But whatever they are, they are safe to delete after all rpm, 
yum, up2date type processes are killed, I now do it without a second thought 
if I have weirdness from RPM and I recommend the same relaxed attitude to 
you ;-)
