Just as a note: here in Germany the DSL market leader Telekom AG is
actually offering ADSL at speeds:

1) Downstream 1024 kbit/s
    Upstream 128 kbit/s

2) Downstream 2048 kbit/s
    Upstream 192 kbit/s

3) Downstream 3072 kbit/s
    Upstream 384 kbit/s

And that are no business line offers.
