modprobe doesn't use modules.conf

Hi folks.

I use FC1.
modprobe works fine with kernel 2.4.
But when I compiled and install kernel 2.6 modprobe ignores
/etc/modules.conf. It only works when I use -C option to force using
/etc/modules.conf file.

I cannot figure out what the problem is.
