If you are a programmer , just take a look at the anaconda source code. 
Anaconda calls each of the system-config-* tools . What you want is a 
app like anaconda , but that can be run anytime? Then it is easy to 
do... Just check the anaconda source and you'll get an idea on how to do 
it..
