Simple supply and demand. fedora.redhat.com has *waaaaay* too much demand, 
and too many people rsync very irresponsibly causing even greater load, 
unnecessarily. That's why they have mirrors, and several individual mirrors 
do offer rsync (check the list of mirrors for rsync://). Not a problem, really.
