_Maybe_ this and other failures is because of old config files around.
Did you do a fresh install of RH9? Then I think you cannot compare it to
an upgrade of FC1.

You could add a test user to see if this one's also having troubles.

I have just checked it (usually I'm using Gnome): By default there are
no sounds for login and logout. :-)

If you don't want to, you don't have to. After April 30th 
fedoralegacy.org will do updates for RH9.
