Hello. I cant agree with you, because gimp can handle images with more 
then 256 colors...

a great web builder (if you know how to write html) is quanta. Is great 
and it has an image map editor.

you can download it from http://quanta.sourceforge.net

quanta is powerfull, free and the best i've ever seen
