It's a common form of stupidity whereby governments gets hooked into an
incredibly evil and expensive licence scheme whereby instead of being
charged a licence fee *per machine*, they charge a licence *per user*
(i.e. one machine for public access requires the number of students in
the school of licences - daft eh!)

Gambas (gambas.sourceforge.net) is quite spiffing and mbas (part of
Novell's mono package) will compile VB source natively, but the winforms
section is broken.
