Arrow keys don't work

Can you clarify: you *do* mean the up/down/left/right arrow keys on the
keyboard, not hjkl in vi command mode?

So what happens if you go into a terminal, enter vi, and type
Ctrl-V then up-arrow?
What sort of keyboard do you have, anyway?
