How do I disable utf-8?

As UTF-8 is the future and only some applications have still problems
with UTF-8 - non Fedora apps - you should start the application with
"LANG=C program". If it is started as a service with an init script,
then add the LANG=C to that script. I won't disable UTF-8 in general as
Mike suggested.
