Two things come to mind:
1. I hope ther is a directory structure: /garl/garl-intel1/local on garl-intel2
2. But more importand your line in fstab should be:
reads:
garl-intel1:/garl/garl-intel1/local /garl/garl-intel1/local nfs
ro,defaults 0 0
