Not really what you asked for... that is no test involved but would
setting the ONBOOT parameter on one or the other to `NO' help?

grep ONBOOT /etc/sysconfig/network-scripts/*eth*
/etc/sysconfig/network-scripts/ifcfg-eth0:ONBOOT=no
/etc/sysconfig/network-scripts/ifcfg-eth1:ONBOOT=yes
