Please be very careful with the "rpm -i" command. In most situation it
is far better to use "rpm -U".

The file is not there and thus SELinux can not handle the context
settings properly. It is safe to ignore that message as long as you
don't use SELinux. To get rid of the message just run "touch
/etc/security/selinux/file_contexts".

$ rpm -qf /etc/security/selinux/file_contexts
policy-1.11.3-3

The alternate is to install the policy package.
