upgrade to Fedora3test1 lost locale

I have an RH8 box that was upgraded over the weekend to Fedora3test1.  During the install, I read something in the install help about the font server and locale settings.

After the upgrade, typing executables on the command line usually results in:
[root at AnimeKC root]# hwbrowser &

[root at AnimeKC root]# Traceback (most recent call last):
  File "/usr/share/hwbrowser/DeviceList.py", line 26, in ?
    from rhpl.translate import _, N_

  File "/usr/lib/python2.3/site-packages/rhpl/translate.py", line 81, in __init__

    self.updateCachedCatPaths()
  File "/usr/lib/python2.3/site-packages/rhpl/translate.py", line 150, in updateCachedCatPaths
    encoding = locale.nl_langinfo (locale.CODESET)
AttributeError: 'module' object has no attribute 'nl_langinfo'

How do I get back to that help that showed up during the install process?
What "path" variable do I need to set?
Am I right? - Is there some "locale path" that needs setting?
Am I right? - Do I post these configure questions here instead of to the Fedora-Test list?
