As others have indicated, transcode is the tool. But I don't think it's
for the faint of heart...

If you find you need a gui, And those .avi files are from a dvd, you can try
dvd::rip. I got it from Dag's repository. It takes a little getting used
to, but I think it's easier to learn to use than transcode. It can
easily burn vcd cd(s) a dvd. But be aware of copyrights and other
laws that make it hard to legally back-up commercial dvds...
