The point about it being a separate package (without hpoj depending on
it) is so that people who want to print, but not scan, can do so
without having to install sane-backends and everything that entails.
Making hpoj depend on libsane-hpoj would defeat the entire object of
it being a separate package. :-)
I've reassigned your bug report to 'comps', which contains information
about which packages get installed in different circumstances in the
installer.
