Ed,

You're comparison makes no sense. Yelling "Fire" in a crowded place 
brings with it an expectation that choas will ensue.

Perhaps it would be better stated as yelling "Poo" in the Mall of 
America. Everyone would probably turn and look but nothing bad would happen.
