GPG.conf missing

Okay, I've gone through the archive looking at this, but didn't see
anything directly related to gpg.conf file missing.  I was going to set
it up to automatically check keyservers for digital signatures, but if
the file is missing, that makes it rather hard to do.  This is a clean
install of FC3, my other machines were upgrades from FC2 and they are
all fine.  What's the story with this file missing?
