system hangs at reboot

Fedora Core 2 had a shutdown bug, 
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=123143 .  It took
minutes for a shutdown to complete. The problem went away when newer
kernels were released.

Please provide more information. Which Fedora and what kernel are you
running? If you press the reset button or cycle power does your system
boot up?
