The fdi files override /etc/hal/hald.conf, it doesn't look like the
Preferences --> Removable Storage applet seems to have no effect on
hald.conf or the fdi files.  It more than likely still controls some
settings within Gnome though.

So to recap for anyone else who might be having problems too.

Hal does not scan for media state changes on optical devices connected
to the same IDE bus as a hard drive. If you have an optical device
attached to an IDE bus with your hard drive you'll have to move it.

As root edit the file named /usr/share/hal/fdi/90defaultpolicy/storage-
policy.fdi

Locate the line that says
<merge key="storage.policy.default.mount_option.noauto" type="bool">true</merge>

Change the true to false.
 
Then reboot.

Ensure the Preferences --> Removable Storage settings are checked to
mount removable storage when inserted.
