Why is Ubuntu's kernel 2.6 better than FC3's one?

This has been unanswered everywhere, both in RH Bugzilla and in the
UbuntuForums. Can somebody from development team look into this?
I was quite surprised when my Sarotech USB 2.0 box with an 120 Gb IBM
HDD inside worked in Ubuntu (What hotplug or kernel patch did Ubuntu
use?) With this device, I have stumbled on various 2.6 kernels like
Fedora Core 2 and 3, and Mandrake 10.

Nearly same problems with a Sarotech USB 2.0 HDD device.
1) WHEN I TURN ON THE USB EXTERNAL HDD:

At this step the computer seems to do nothing more. The red led on USB
HDD is lighted. Some activity happening.

My HDD works for Fedora Core 1 and Windows XP with no problems. It has
external power, not powered from USB bus.
