Power off still failed even acpi=off and apm=off

To the best of my knowledge, you need either (the appropriate parts of)
ACPI or APM enabled for this to work: soft power down was physically not
possible on standard PCs until the ATX standard was brought out, and
support for it was provided first with APM, then also with ACPI.
