Quota problem

Hi!

I am trying to enable quota for group and user on FC3 but I can't do it.
I am administering FC3 remotly using Webmin. On my system there are only
three partitions:
/
/boot
swap

In my /etc/fstab I have the following line for / partition:
LABEL=/1  /  ext3  grpquota,suid,dev,usrquota,exec  0  1

I have reboot machine but still it doesn't work.

What am I missing here?
