"appropriate" system time / timezone settings

No, the system timezone is set by the /etc/localtime file. It 
should be a copy of the appropriate file in 
the /usr/share/zoneinfo directory. TZ is for temporarily showing 
time in some other zone.

That changes just the time display in the clock applet, nothing 
else.

Use system-config-time to set the system timezone.
