It's been like that for years, with just one directory for the updates. 
It seems to work fine for most people.

If there is more than one RPM for the package you need, just check the 
version numbers and get the newest one.

I'm not sure why you're doing it manually, in any case. There are much 
easier ways, like yum or up2date.
