You must be root to do so.
In other case where you want simply ask for the status of a service you
can do as normal user i.e.

/sbin/service sendmail status

But as stopping iptables means to remove kernel modules from being
loaded you have to be root to do so.

Ok, that is progress :) We now know that it is no hardware problem.
Isn't that good?

Later on the day I will check with the default FC3 iptables rules what
the cause for your trouble could be. I guess you didn't customize the
iptables rules.
