I don't remember where I got the SRPM or at least the spec file. the
original packager was Andrew Pam <xanni at sericyb.com.au>.

nettop Description :
This program was written as a top like program for network activity. It
is licensed under a BSD type license, so you are free to do pretty much
as you like with this.

Mail me privately and I will offer you the RPM/SRPM which runs on FC1
and FC2 (FC3 not tested so far).
