system-config-soundcard seems broken

I know this isn't helpful, but when I run system-config-soundcard, I get 
a dialog box the lists my soundcard and asks if I want to play a sample 
sound or cancel. So it isn't broken here.

Maybe you have a broken install. Does your stuff look like this?
