FC2-test3 had a shutdown bug (stalled shutting down network
interfaces). It went away (fixed?) with later versions of the kernel.
They may have regressed or it's a new problem.
1. Stick with the previous kernel unless there is a special feature
the new kernel has that you absolutely need.
2. File a bug report. That's the only way the developers will know
about the problem and fix it.
