Fedora or Enterprise Workstation

I am curerntly a red hat 8 user.  Since this version has gone away I need a
new version.  What I am concerned
about is network services like DNS, Dhcp, SSl, PKI, Apache.  Are these
services included in the Enterprise v3 or Fedora?
I don't have the $ to buy Enterprise server.
