Remove shutdown, reboot options from gnome

Hi all:

The gnome-panel documentation suggests that to remove the
shutdown/reboot options from the Log Out button on the panel you should
do this:

'chmod the reboot and poweroff commands so that users can't execute
them.'

The options then shouldn't show up in the dialog.

Unfortunately, this doesn't seem to work in the Fedora variant of the
panel.  I presume this is because Fedora uses pam to control access to
these commands as well as file permissions, but even when changing the
pam settings to prevent users from running the commands, the options
still show up in the panel, which is a bit kludgy.  Can anyone suggest a
fix?
