That may be (I'm not using a DE - plain window manager for me, hence I
mightn't be seeing some of the issues). However, the menus system
Mandrake uses has impressed me quite a bit more than RH's - fir
starters, 'cause all DE's and window managers are supported. If I
install an RPM that has the menu entries properly set, it will show up
in all supported window managers. Also, I like their way of providing
for easily generated user customized menus. Similar structures might
well exist in RH/FC, but for starters, I'd have to look for them,
whereas in Mandrake they were quite obvious (even though I'm a long time
RH user up until 7.3, now FC1).
That might be one area FC could improve, especially, as Mandrakes'
system seems kind of standardised (I remember reading something about
being based on something from Debian, but don't quote me on that).
Having the same system to provide system wide menus across distros would
be a huge improvement in my eyes.

Cheerio,

Thomas
