HyperThreading and Fedora - 2.4.22-1.2140.nptlsmp

Hi,
Having some issues with Hyperthreading: It sometimes works and sometimes
doesn't. What happens is sometimes when I boot I can get both processors
running processes but sometimes CPU01 won't run anything. Any Ideas? I'm
using setiathome because it easy to load a CPU. I have tried the
processes niced or not. There is no difference. And I can't seem to get
anything else to run cpu01 either. Here's my config and what I am seeing:
