Kpackage missing from Kdeadmin - Why, and howto rectify

What's a little weird is that kdeartwork contains icons for it:
/usr/share/icons/Locolor/16x16/apps/kpackage.png
/usr/share/icons/Locolor/32x32/apps/kpackage.png
/usr/share/icons/kdeclassic/16x16/apps/kpackage.png
/usr/share/icons/kdeclassic/32x32/apps/kpackage.png
/usr/share/icons/kdeclassic/48x48/apps/kpackage.png

And the localization packages contain data for it:
/usr/share/doc/HTML/da/kpackage
/usr/share/doc/HTML/da/kpackage/common
/usr/share/doc/HTML/da/kpackage/index.cache.bz2
/usr/share/doc/HTML/da/kpackage/index.docbook
/usr/share/locale/da/LC_MESSAGES/kpackage.mo

...yet it indeed doesn't appear to be in any of the core rpms.

I've never used it, but from the poster's description it sounds like a 
nice package-management tool for the individual user.
