kernel 2.4.22-1.2149 panic

I upgraded kernel to 2.4.22-1.2149.
When I start the machine, I get the following messages:

VFS: cannot open root device "LABEL" /  or 00:00
Please append a correct "root" boot option
Lernel panic:VFS:unable to mount root fs on 00:00

Please note that 2.4.22.1.2140 is running fine.

And here is my grub.conf file...
