Sufficiently irritated by the problem to install talk-server.

Same failure modes as you describe, connection refused reported by the talk 
app.  So I do:

[root at fastcat agreen]# tcpdump -nn host 192.168.0.200
tcpdump: listening on eth0

Then in another window

[agreen at fastcat agreen]$ talk root at 192.168.0.200

yields

19:34:51.050965 192.168.0.66.34134 > 192.168.0.200.518: udp 84 (DF)
19:34:51.051206 192.168.0.200 > 192.168.0.66: icmp: 192.168.0.200 udp port 518 
unreachable [tos 0xc0]


Okay, the ICMP is from the firewall on 192.168.0.200, there is no server up.  
BUT The request is targeted at UDP port *518*

When I look at what is listening locally

udp        0      0 0.0.0.0:517             0.0.0.0:*                           
427/xinetd

Maybe this is merely a feature of the apparently byzantine protocol, but it 
seems talk goes out on UDP 518 while it listens on UDP 517?
