OK, I figured out the problem. It is pkgconfig. I installed kde3.2-rc1
as /opt/kde3.2-rc, and pkgconfig was /opt/kde3.2-rc/bin/pkgconfig, which by
default only looked at /opt/kde3.2-rc/lib/pkgconfig for files. Solution
was to set env variable:

PKG_CONFIG_PATH=/usr/lib/pkgconfig ./configure

IMHO, pkgconfig is somewhat broken - it should search default paths without
me telling it, and it should be easier to diagnose this kind of problem.
