Nope.  See the following from the GPL FAQ 
( http://www.gnu.org/licenses/gpl-faq.html#IfLibraryIsGPL ):

    Yes, because the program as it is actually run includes the
library.

So with the change of the MySQL libraries from LGPL to GPL this means
PHP *cannot* be linked to the free version of MySQL 4 because PHP is
not GPL.

Distribution is irrelevant to the PHP/MySQL issue.
