normal user cant see man pages

I tested this on two machines running fedora (one of them I just reinstalled after doing a mistake on a dd comand...).. on both , if I try to open any man page as a normal user , I get :
capeta:~->man cp
No manual entry for cp
capeta:~->

If I run the same command as root , I can see the man page... What can I do to change this? I looked around a bit and all man dirs have a 755 permission , and the owner is root , group root...
