SSH not loading until console login

Just for kicks I changed level 1 to on and it started working.

Fyi - I would try to connect after a reboot and the ssh connection was
refused until I loged on to the console. After changing level 1 to on  do
not need to log in.

Hmm,  I was thinking that sshd wasn't configured to start automatically, but
it seems that it is.

How can you tell that sshd is starting only after you login on the console?
Is there an entry in /var/log/secure shat shows sshd starting after you
login to the box?

BTW does sshd stop after you log out?
