I get the same error message.  Best as I can figure, hxplay is
complaining that it can not find the web address located inside of the
file downloaded from NPR.  If you display the downloaded .smil file and
run hxplay with the url found in the .smil file, hxplay works.

Hxplay does work if you open an existing file on your system.
