Actually I can.

Our local college is removing floppies from their computers and all
users must use USB sticks.

I could understand a school that is restrictive about hardware access
to lessen any chance of virus infection from students. Or an Internet
cafe that wants to increase revenue by selling the service of putting
the data onto a disk.

Or a business wanting to make it harder for users to make copies of
data that could be used/sold by/to a competitor.

Remeber that the debate between MS and Linux has been about default
security. If well documented (in simple english) it is easier to open
up some settings that go through and turn on security.

It may be an idea that future versions of Fedora or RH have a tool to
setup device access (USB Floppie CD DVD modem etc.) as part of
administrators tool kits. Put all the devices into their own group
and setup group access. This would be a nice default configuration
and make it easier for the "home user" as well as system administrators.
