kernel headers rpm

trying to install gcc, I am led down the rocky road of rpm dependency to 
the 'kernel-headers' rpm (by way of glibc-devel). But this does not 
seem to be on my CDs and is not listed at 
http://download.fedora.us/fedora/fedora/1/i386/RPMS.os/

where do you get the headers? I found a bugzilla entry from RH7.2 that 
says they are in kernel-source, but I assume that's been fixed??
