Which is the case when the kcontrol component k3bsetup2 can't be found.

As a second reply, if you can't get the KDE core system to see the
k3bsetup kcontrol component, try this as root:

ln -s /usr/share/applications/kde-k3bsetup2.desktop /var/lib/menu/kde/Applications/System
ln -s /usr/share/applications/kde-k3bsetup2.desktop /var/lib/menu/kde/Applications/System/MoreSystem
